Utility infrastructure firm Avove has invested in a permanent operational hub in Oswestry following the completion of a full commercial office fit-out at Park Hall near Oswestry.

The project was delivered by Dekto Ltd, a Manchester-based design and build contractor specialising in commercial refurbishment and compliance-led workspace projects.

The refurbishment has transformed a dated commercial premises into a modern, fully compliant workspace designed to support a team of 40, securing the facility as a long-term base for Avove’s regional operations.

Completed works included the installation of a new kitchen, upgraded toilet and welfare facilities, bespoke joinery, certified fire doors installed to current Building Regulations standards, full redecoration throughout, and Building Control sign-off by Shropshire Council.

The scheme also required careful management of several pre-construction challenges. A targeted asbestos refurbishment survey was commissioned and managed ahead of intrusive works, with licensed specialists carrying out safe removal before the fit-out progressed. Fire safety compliance, including the installation of certified fire doors and the preparation of a full Health and Safety File under CDM 2015 regulations, formed a key part of the project from the outset.

Richard Newman, Facilities Manager at Avove, said:

“We are continually looking at how we can enhance our office environments to create better experiences for our colleagues, and the refurbishment at Oswestry is a strong example of that approach in action. Working with Dekto has been a very positive experience throughout.

“Alongside Em Venckute and our procurement team, we worked closely with Dekto from the outset to ensure a collaborative approach, with a clear understanding of our requirements and how the space needed to function in practice.

“We are really pleased with the outcome and the quality of the finished environment, which will support our teams on site and provide a more comfortable and effective place to work.”

Sufyaan Afzal, Commercial Director at Dekto Ltd, added:

“Older commercial buildings always carry hidden challenges, and this project was no different. We identified asbestos early, coordinated the removal safely, and kept the programme moving.

“Getting the compliance side right, from Building Control through to the CDM Health and Safety File, was non-negotiable.

“Most importantly, 40 people now have a workspace that properly supports the work they do every day, and Avove has a facility it can build its regional operations around for years to come.”

The completed works have now been formally signed off by Shropshire Council Building Control, with all statutory certifications provided at handover.
